what is the order of a song creation ?

I wonder in a song ( music + singing ) , what is made in the first ?!
Music of a song or lyrics of a song firstly have to be written .
I think there is 3 item that mekes a complete song:
1.lyrics of a song ( singing )
2.the way these lyrics have to sing ( rhithm of song )
3.music
and may be there is more steps...
Can you tell me what is the regular order of the song creation process
I will be glad if you answer me.

There is no regular order. Sometimes it starts with the music and sometimes with the lyrics. It also depends how many people are involved in the project. If you're alone and do all the work yourself then you might have a certain way of working.
If you're working with others they might have written a few lines of lyrics or maybe they have a chord progression or a bassline. You can build a song on that. Making music isn't an exact science, you can do whatever seems right to you.

This is where quantized music (IE trackers) have an advantage over live recording.... You can start ANYWHERE, and work on-the-fly.
In terms of composing, it's usually a collaborative process - "Hey, listen to this! Where can we take it?" is quite a common thing to hear whether it is amongst others, or inside your own head. Sometimes this is easy. Other times it is near impossible. I often start off with a Riff on my guitar. Sometimes I hear or read lyrics/poetry, and find a melody for it. Other times I track a beat, then play rhythm guitar to it.... It's not a science to write music.... It's like creating anything else - writing a Story.... Painting a picture. Not everyone starts at the beginning, at the top-left corner of the canvas, or with the same instrument/section.
On the other hand when RECORDING, all the creative work is "done" so to speak. Usually Bassline and drums are laid down first, in order to keep the rest of the music in-time. This prevents inaudible human error (Minor tempo changes) from hindering your composition. Rhythm sections are then recorded over top, followed by vocals and lead sections and fills. This is how live musicians make an album 80% of the time these days.
Back to tracking though - Because it is quantized (it's very hard to miss your timing when you are locked to a grid) you aren't tied to the recording process and can create music on-the-fly. Start with guitar, then add drums after, etc.... Vocals will usually have to wait until you have other parts down as they are not really part of the quantization (unless you recorded them to a click track the same BPM as your song, and have perfect pitch, and have perfect timing, and the vocals are percussive enough to sync up....), but on the whole, tracking can remove the limitations of recording.
On the other hand, if you are a live musician who plays bass/drums, There's nothing stopping you from following the recording process as part of tracking. Do what feels good to you, and get involved in a community. whether it's a band, or an IRC channel, or even a web board... If you're stuck, get a second opinion.

Thanks a lot for your full & professional descriptions.
There is a lot of music created in the world but there are a few masterworks . in fact creating some drums and adding fills , hihats, leads , ... in the trackers makes a music but creating a good one is something hard I think. may be it is by just a random melodies , or chance , or thinking hard , or something divine.
I am new to tracker but I find the way they works great . tracker softs gives to everyone courage to create a music in the fullest sense and cheap that without trackers creating music was very hard and expensive...
God is beautifull and he has created beautifulness and I thank God
that gave me ear to listen this beautifulness ...

There should be some structure. Just think Intro, (or not) A section,B section,C,
Or 2 A sections of 16 bars, into your C as a bridge, B if it's the hook.
Just experiment with easy structures, think A,B,C, or Verse Chorus,Verse Chorus,Bridge,Chorus, etc.
but mostly if everything is flowing and sounds semetrical that's the most important thing.
As long as it sounds semetrical, that's the most important thing when your starting out.
Avoid 5 bars and other odd numbers bar/measure sections.
Sematry is the most important thing.
