Is there a relatively easy way (i.e. some kind of free or cheap software tool) to tune large batches of samples to a standard pitch?

I am working mostly with very-short chiptune-style samples, but am currently limited to either tuning them by ear (relative to each other), or holding a quartz-tuner up to my speakers with one hand & tweaking the pitch with the other - a very tedious process.

What i am hoping for (ideally) is a program that i can use to take a large batch of .WAV samples at once & have it pitch / time shift them all to the same frequency; that is, so that they all play at the same pitch when I hit C-4, or whatever....

Is this possible?  Does such a thing exist?  Is there some other trick I can use?
